Q: What is BYPASS?

Answer:

BYPASS is mandatory IEEE 1149.1 JTAG instruction which bypasse device (i.e. device is not active in JTAG chain). The BYPASS instruction is always "all-ones" instruction in order to allow bypassing unknown devices. There are some very rare devices which do not support this instruction and they will not likely work in JTAG chain.
